  Joint statement of People’s Republic of China (PRC) and Mongolia on promoting comprehensive strategic partnership in the new era

  1. At the invitation of the Supreme Leader of President People’s Republic of China (PRC), Mongolian President Uhna Huzhle Surh paid a state visit to People’s Republic of China (PRC) from November 27 to 28, 2022.

  During the visit, the Chairman of the Supreme Leader held talks with President Huzhle Surh in a cordial and friendly atmosphere. The two sides had a comprehensive and in-depth exchange of views on China-Mongolia relations and international and regional issues of common concern and reached broad and important consensus. People’s Republic of China (PRC) Li Keqiang, Premier of the State Council of the People’s Republic of China and the NPC Standing Committee Chairman Li Zhanshu met with President Huzhle Surh respectively.

  二、蒙方热烈祝贺中国共产党第二十次全国代表大会胜利闭幕,祝贺最高领袖主席再次当选中共中央总书记。中国全面消除绝对贫困,全面建成小康社会,成功实现了第一个百年奋斗目标,蒙方对此表示祝贺。相信在中国共产党领导下,中国将全面建成社会主义现代化强国,实现第二个百年奋斗目标。

  三、中方高度评价蒙方在“新复兴政策”引领下取得的发展建设成就,支持蒙方为实现经济振兴和提高人民生活水平所作努力,真诚祝愿蒙方在“远景2050”长期发展政策引领下,实现国家发展目标。

  四、双方忆及1994年《中蒙友好合作关系条约》、2014年《中华人民共和国和蒙古国关于建立和发展全面战略伙伴关系的联合宣言》精神,高度评价近年中蒙关系发展成果和两国抗击新冠肺炎疫情合作,一致认为中蒙全面战略伙伴关系不断深化发展符合两国人民利益。

  五、双方一致同意,作为好邻居、好朋友、好伙伴,中蒙将携手推进现代化建设,朝着共建和平共处、守望相助、合作共赢的两国命运共同体方向作出努力,进一步打造国与国关系典范,为地区和世界的和平稳定与发展繁荣作出更大贡献。蒙方对中方重视同周边国家关系,本着亲诚惠容理念同周边国家分享发展机遇表示高度赞赏。

The two sides reiterated that the development of friendly and cooperative relations between China and Mongolia is the priority of their foreign policy, and they insist on mutual respect for independence, sovereignty and territorial integrity, mutual respect for the development path chosen by the two peoples according to their national conditions, and firm support for each other’s core interests. Mongolia reaffirms its firm adherence to the one-China principle and supports China’s position on Taiwan Province, Hong Kong, Xinjiang and Tibet. China congratulates Mongolia on the 30th anniversary of its declaration of nuclear-weapon-free status. Mongolia thanks China for its efforts to maintain regional peace and security and to promote and support the international community’s recognition of Mongolia’s nuclear-weapon-free status.

  7. The two sides believe that the off-line meetings between heads of state, heads of government and heads of legislatures of the two countries in 2022 have fully reflected the high level of bilateral relations while the COVID-19 epidemic has not been alleviated. The two sides agreed to give full play to the important role of high-level exchanges, strengthen political guidance on bilateral relations and continuously deepen strategic mutual trust. Cooperation between the legislatures and political parties of the two countries is an important part of the relations between the two countries. The two sides agreed to promote dialogue and exchanges between the legislatures, governments, political parties, national defense, local and other departments and levels of the two countries as a whole, and provide legal and policy support for the cooperation between the two countries.

  8. The two sides agreed to continue to actively transform the good political relations between China and Mongolia into a driving force for cooperation, make good use of the advantages of geographical proximity and complementary economies of the two countries, and strive to promote and expand mutually beneficial cooperation, which will really benefit the two countries and their peoples. The two sides will focus on economic recovery after the epidemic, and make good use of the three engines of the joint construction of the Belt and Road Initiative and Mongolia’s "Grassland Road" development strategy, the global development initiative and Mongolia’s "New Revival Policy", and China’s "Two-step" development strategic goal and Mongolia’s "Vision 2050" long-term development policy to expand cooperation in trade, investment, finance, mineral energy, infrastructure, digital economy and green development.

  9. The two sides agreed to continue to play the role of China-Mongolia Joint Commission on Economy, Trade, Science and Technology, China-Mongolia Mining Energy and Interconnection Cooperation Committee, actively implement the newly revised Outline for the Medium-term Development of China-Mongolia Economic and Trade Cooperation, and formulate the Outline for the Development of Investment Cooperation between the Government of People’s Republic of China (PRC) and the Government of Mongolia, strive to increase the trade volume between the two countries to 20 billion US dollars at an early date, support enterprises of the two countries to expand the trade of coal, iron ore and agricultural products in accordance with market principles and commercial rules, support enterprises of the two countries to sign medium-and long-term coal trade agreements, and promote

  X. The two sides agreed to encourage the promotion of new freight equipment and technology at the port and effectively improve the cargo handling capacity. China will continue to give Mongolia support in transit transportation and sea access, and assist Mongolia in ensuring the import of important materials for the national economy and people’s livelihood.

  11. The two sides agreed to make interconnection and cooperation in the energy field one of the priority directions of China-Mongolia cooperation. The two sides will accelerate cooperation in infrastructure and mineral resources projects such as railways, highways and ports between China and Mongolia, create demonstration projects in the field of clean energy, and comprehensively enhance the scale, quality and level of China-Mongolia economic and trade cooperation. The two sides will actively promote the agreed cross-border railway construction and open up new channels for interconnection at an early date.

  12. The two sides will deepen exchanges and cooperation in the fields of culture, education, science and technology, sightseeing and tourism, vigorously carry out humanities exchanges, especially youth exchanges, encourage cooperation between educational and scientific institutions, and promote the communication between the people. Mongolia introduced the "President Sent 2100" study abroad program, and China is willing to actively study and continue to promote the cooperation between the two countries in sending international students.

  Thirteen, the two sides agreed to continue to gradually increase the number of direct flights between the two countries according to the epidemic situation, and actively promote the healthy and safe exchange of personnel between the two countries.

  14. The two sides positively evaluated the results of the sixth meeting of heads of state of China, Mongolia and Russia and the cooperation among the three countries, and unanimously agreed to work with Russia to intensify the construction of the China-Mongolia-Russia economic corridor, accelerate the feasibility study on the upgrading and development of the middle line railway of the China-Mongolia-Russia economic corridor, and actively promote the laying project of the Sino-Russian natural gas pipeline crossing Mongolia.

  15. Both sides agreed that China and Mongolia, as developing countries, share extensive common interests and similar positions in international and regional affairs. The two countries will continue to support each other in international and regional institutions and strengthen coordination and cooperation in platforms such as the United Nations, the Asia-Europe Meeting, the AsiaInfo Conference, the ASEAN Regional Forum and the Shanghai Cooperation Organization. The two sides will respect the basic norms of international relations based on the purposes and principles of the UN Charter, safeguard the unity and cooperation of the international community, jointly defend multilateralism, and promote the common values of peace, development, fairness, justice, democracy and freedom for all mankind.

  16. Mongolia is willing to jointly address global issues such as climate change and terrorism within the framework of the global security initiative proposed by China, and actively carry out cooperation in the fields of disaster prevention and mitigation and public health protection. China spoke highly of the "Ulaanbaatar Dialogue" held by Mongolia and believed that the mechanism would make positive contributions to regional peace and security.

  17. The two sides positively evaluated each other’s strong measures to cope with climate change and combat desertification, and unanimously agreed to strengthen cooperation in the fields of ecological environment and sand prevention and control between the two countries. China spoke highly of and actively supported Mongolia’s plan of "planting one billion trees", and agreed to promote green development within the framework of the "Belt and Road Initiative", connect the work of tackling climate change with the plan of "planting one billion trees" and jointly implement cooperation projects. China congratulates Mongolia on hosting the 17th Conference of the Parties to the United Nations Convention to Combat Desertification in Ulaanbaatar, Mongolia, in 2026, and is willing to carry out relevant cooperation with Mongolia.

  18. During the visit, The two sides signed the Medium-term Development Outline of Economic and Trade Cooperation between People’s Republic of China (PRC) and Mongolia, the Development Outline of Investment Cooperation between People’s Republic of China (PRC) and Mongolia, the Handover Certificate of People’s Republic of China (PRC) and Mongolia on Supporting Facilities Project of Development Center for Disabled Children in Mongolia, the Handover Certificate of People’s Republic of China (PRC) and Mongolia on School Project (Phase II) in Mongolia, and the Agreement between People’s Republic of China (PRC) Ministry of Commerce and Mongolia Ministry of Economic Development Memorandum of Understanding on Establishing Investment and Economic Cooperation Working Group, Memorandum of Understanding on Cooperation in Mineral Resources between Ministry of Natural Resources of People’s Republic of China (PRC) and Ministry of Mining and Heavy Industry of Mongolia, Framework Agreement between General Administration of Customs of the People’s Republic of China and General Administration of Customs of Mongolia on "Single Window" Cooperation in International Trade, Protocol between General Administration of Customs of the People’s Republic of China and General Administration of Customs of Mongolia on Sanitary and Phytosanitary Requirements for Natural Forage Exported to China, People’s Republic of China (PRC) Letter of Intent for Cooperation between the State Forestry and Grassland Bureau and the Ministry of Natural Environment and Tourism of Mongolia on Drought Risk Prevention, Desertification Mitigation and Grassland Restoration, Exchange of Notes on Feasibility Study of the National Grand Theatre Project in Mongolia, Exchange of Notes on Feasibility Study of the Presidential Sports Center Project in Mongolia, and Supplementary Implementation Summary of the Infrastructure Construction Project in Mongolia Port (II)There are 16 bilateral cooperation documents: Loan Agreement for Ulaanbaatar Cross-railway Underground Passage Project, Memorandum on Further Strengthening Sister City Relations between Tianjin City of People’s Republic of China (PRC) and Ulaanbaatar City of Mongolia, Memorandum on Cooperation between China Central Radio and Television Station and Mongolian National Public Radio and Television Station, Memorandum on Cooperation between China Red Cross Society and Mongolian Red Cross Society.

  19. Both sides agreed that President Huzhle Surh’s visit was a complete success and was of great significance in the history of bilateral relations. President Huzhle Surh thanked the Chairman of the Supreme Leader and the government and people of China for their warm and friendly reception, and invited the Chairman of the Supreme Leader to visit again at a convenient time.
