Xiamen University Strong Foundation Plan
In order to fully implement the spirit of the National Education Conference and thoroughly implement the "Implementation Opinions of the State Council on Deepening the Reform of the Examination Enrollment System" (Guo Fa [2014] No.35), according to the "Opinions on Piloting the Enrollment Reform of Basic Subjects in Some Colleges and Universities" (Teaching [2020] No.1) and other documents, serve the country’s major strategic needs and strengthen the selection and training of top-notch innovative talents in basic subjects. With the approval of our school, we will continue to carry out the pilot enrollment reform of basic disciplines in 2021 (also known as the "Xiamen University Strong Foundation Plan"), explore the multi-dimensional evaluation model, and select a group of young students who are ambitious, interested and talented in mathematics, physics, chemistry, biological sciences, history, philosophy and other professional fields for special training, so as to transport reserve talents for major strategic areas of the country.

Enrollment targets and registration conditions
High school graduates who are enrolled in the strong foundation program in our school, meet the registration requirements of the national unified examination for enrollment of ordinary colleges and universities in 2021, have excellent comprehensive quality or top-notch basic disciplines, and are interested in serving the country’s major strategic needs can apply for registration. Candidates applying for registration are divided into the following two categories:
The first category: candidates with excellent results in the college entrance examination.
The results of the college entrance examination (excluding any policy bonus points, the same below) are higher than the scores of the first batch of admission control in the provinces (autonomous regions and municipalities) (the provinces that merge the admission batches are implemented according to the corresponding scores delineated separately, the same below).scienceCandidates are higher than others60 points and above、liberal artsCandidates are higher than others40 points and above、College entrance examination reformThe province is higher.40 points and above(Provinces with a total score of not 750 points in the college entrance examination are converted into 750 points and rounded).

Excellent high school graduates who won the national first and second prizes in any of the five disciplines competitions for middle school students (mathematics, physics, chemistry, biology and informatics) in the high school stage, and their college entrance examination scores reached the minimum control score for a batch of undergraduate students in their provinces (autonomous regions and municipalities).

Enrollment major and plan
Focus on national key areas and talent shortage areas, highlight the support and guidance of basic disciplines, and combine the school’s national first-class construction disciplines, the top-notch student training plan for basic disciplines 2.0 and the school’s advantageous disciplines.Mathematics, physics, chemistry, biological science, history, philosophy.Wait for six majors to enroll students. Registration method and selection procedure
(1) Time and method of registration
10-30 AprilCandidates log on to the registration platform of Qiangji Program (website: https://bm.chsi.com.cn/jcxkzs/sch/10384) and complete online registration accurately and completely as required. Candidates are required to fill in the enrollment majors offered by our school in the province where they are located (the filling majors are in order), and each candidate can apply for up to 6 professional volunteers in our school without setting up professional adjustment. Candidates who apply for the strong foundation program of our school cannot apply to other colleges and universities at the same time.
For provinces that are not comprehensively reformed by the college entrance examination, science and engineering majors (mathematics, physics, chemistry, and biological sciences) only recruit candidates whose subjects are science. Literature and history majors (history, philosophy) can recruit candidates whose subjects are liberal arts or science.
For the provinces that have comprehensively reformed the college entrance examination, candidates can apply for the exam if the subjects they choose meet the requirements of the relevant majors in 2021 (see annex).
(two) candidates are required to participate in the national unified college entrance examination.
(3) Candidates confirm
10 -20 JuneCandidates log on to the registration platform of Qiangji Program (website: https://bm.chsi.com.cn/jcxkzs/sch/10384) for voluntary confirmation, and sign a letter of commitment to participate in the examination of our school as required. If the volunteers are not confirmed as required within the specified time, the default is to give up the examination of our school.
Candidates who give up our examination will not be shortlisted for our examination.
(4) assessment methods for short-listed schools
1.Before June 26th.Determine the list of candidates who have been shortlisted for the examination of our school and publicize the shortlisting criteria.
2. For the candidates who meet the requirements of the first class in our school, according to the results of the college entrance examination, the list of shortlisted candidates and the assessment majors are determined according to the principle of professional priority, and there is no grade difference between the professional volunteers. When the candidates’ scores in the college entrance examination are the same, the provinces that are not comprehensively reformed in the college entrance examination are sorted and compared in the following order: science is sorted and compared according to the scores of mathematics, comprehensive science, Chinese and English in the college entrance examination; The liberal arts are ranked and compared according to Chinese scores, comprehensive scores of liberal arts, math scores and English scores of college entrance examination. The provinces that comprehensively reformed the college entrance examination are sorted and compared in the following order: in the first order, compare the total scores of Chinese and mathematics in the college entrance examination, and the higher one is preferred; In the second place, compare the scores of the highest sub-subjects between the Chinese scores in the college entrance examination and the mathematics scores in the college entrance examination, and the higher one is preferred; In the third place, compare college entrance examination language’s grades, and the highest one is preferred; In the fourth place, compare the highest single subject scores in the selected subjects, and the higher one is preferred; In the fifth place, compare the scores of the second high-tech subjects, and the higher one is preferred.
For the candidates who meet the second type of application conditions in our school, the shortlisted assessment major is the candidate’s first professional choice.
(5) School assessment
1 -2 JulyHold school assessment (including discipline and professional assessment and physical education test).
1. Discipline professional assessment:Discipline examination includes written examination and interview. The written test mainly examines the basic knowledge, basic theory and basic ability of related disciplines. Interview combined with students’ comprehensive quality files, mainly examines comprehensive quality, innovation ability, interest ambition, scientific research potential, scientific spirit and so on. Our school will draw the corresponding qualified scores according to the written test results, and only when the written test results reach the qualified line can we enter the interview. If the written test results fail to reach the qualified line, our comprehensive assessment results will no longer be converted. Please pay close attention to the dynamic information and notices published by the relevant websites of our school about the specific time of written test and interview, so as not to delay.
2. Sports test:The content of physical education test includes standing long jump, sitting forward and pull-ups (male) and one-minute sit-ups (female). The score of physical education test is based on the standard of the third grade group of the corresponding project in the National Student Physical Health Standard (2014 edition). If you don’t take the physical education test as required by our school, the written test and interview results will be deemed invalid.
3 assessment results conversion method:The full score of written test and interview is 100. The written test and interview scores account for 50% of the school’s comprehensive assessment scores.
(6) Admission methods
1. Conversion method of comprehensive scores
Candidates’ comprehensive score = college entrance examination score/college entrance examination total score ×100×85%+ school comprehensive assessment score/school comprehensive assessment total score ×100×15%.
2. Determine the admission list
For the first type of candidates, according to the strong foundation plan of the province where the candidates are located, the professional enrollment plan is divided, and among the candidates who have been shortlisted for the examination of our school and passed the examination, the professional enrollment is carried out according to the comprehensive scores from high to low.
When the comprehensive scores of candidates are the same, the provinces that are not comprehensively reformed in the college entrance examination are compared in the following order: science is compared according to school assessment scores, college entrance examination math scores, and college entrance examination English scores; Comparison of liberal arts in terms of school assessment scores, college entrance examination Chinese scores and college entrance examination English scores. For the provinces with comprehensive reform of the college entrance examination, the candidates’ school assessment results are given priority, and when the school assessment results and college entrance examination results are the same, they are compared in the following order: the first order is to compare the total scores of the Chinese scores of the college entrance examination plus the mathematics scores of the college entrance examination, and the higher one is preferred; In the second place, compare the scores of the highest sub-subjects between the Chinese scores in the college entrance examination and the mathematics scores in the college entrance examination, and the higher one is preferred; In the third place, compare the scores of foreign language college entrance examination, and the higher one is preferred; In the fourth place, compare the highest single subject scores in the selected subjects, and the higher one is preferred; In the fifth place, compare the scores of the second high-tech subjects, and the higher one is preferred.
For the second type of candidates, if their comprehensive scores reach the minimum admission score of the first type of candidates in the same province, our school plans to admit them.
The school enrollment work leading group shall examine and approve the pre-admission list of the strong foundation plan according to the enrollment plan, and report it to the provincial admissions office for review and handle the admission procedures.
Our school will announce the admission list and the admission criteria before July 5. Candidates who are officially admitted will no longer participate in the voluntary admission of the follow-up college entrance examination in this province (autonomous region or municipality); Candidates who have not been admitted can normally participate in the voluntary admission of subsequent batches of college entrance examinations in this province (autonomous regions and municipalities).

Training program

(A student selection mechanism with both ability and political integrity.Adhere to the principle of "giving consideration to both ability and political integrity, strict entry and exit", establish a selection mechanism of "two paths, multiple selection and dynamic entry and exit", and select talents from college entrance examination students and outstanding students at school. Strengthen process management, improve the stage evaluation mechanism, formulate evaluation standards according to the characteristics of different disciplines and grades, and conduct multi-dimensional comprehensive examination to realize students’ dynamic entry and exit, and timely divert students who are not suitable for the strong basic plan.
(2) The whole tutorial system of collaborative education.Pay attention to the guidance of masters, gather experts and scholars who love education, have profound attainments and have both ability and political integrity to preside over the implementation of the plan, act as mentors, teach students, guide science and technology projects, and give lectures. Establish a collaborative education mechanism such as tutors, class teachers and counselors, create a community of learning, culture and life between teachers and students, and promote the infiltration of arts and sciences, knowledge integration and ideological collision.
(3) The educational model of teaching students in accordance with their aptitude.Support students to tailor personalized training programs under the guidance of tutors, independently arrange the learning process, support students to complete the training programs in advance, and graduate one year in advance with the credits required for graduation. Establish the knowledge structure, curriculum system and training mode of the connection between undergraduate and postgraduate, enhance the course challenge, implement small class teaching, and promote the combination of specialized and general courses and cross-integration. Establish a step-by-step scientific research and training system, promote the opening of high-quality scientific research and teaching resources to undergraduates, and encourage students to enter the project, laboratory and team early. Encourage students to participate in overseas academic exchange activities such as course study, scientific research training and academic conferences.
(D) the green channel for personnel training.We will implement flexible systems such as course substitution, exemption from courses, exemption from listening, deferment of courses, and credit recognition, and give appropriate priority to overseas exchanges, scholarships, and exemptions. Students are encouraged to study for doctoral degrees directly after graduation from undergraduate courses. During the undergraduate period, students can complete the required courses, achieve the required academic performance, and pass the graduation qualification examination, etc., and get the honorary student certificate.

Other instructions
(A) on the students’ comprehensive quality files. In the provinces that have established a provincial unified information platform, the provincial education administrative department will upload the electronic comprehensive quality files of candidates to the strong plan registration system. In the provinces that have not established a unified information platform at the provincial level, the education administrative departments of the provinces shall collect the comprehensive quality files of students enrolled in local middle schools and upload them to the registration system of the Xeon Plan.
(2) Candidates who falsify their comprehensive quality files or cheat in our school’s assessment will be disqualified from the registration, examination and admission of this year’s Strong Foundation Program, and the relevant situation will be notified to the relevant provincial entrance examination institutions or education administrative departments. The relevant provincial entrance examination institutions will cancel their registration, examination and admission qualifications for the college entrance examination in that year in accordance with relevant regulations, and will suspend their participation in various national education examinations for 1-3 years depending on the seriousness of the case. Those who have already entered the school will be dealt with according to the relevant regulations of the Ministry of Education and our school, and the graduation certificate and degree certificate found after graduation will be cancelled. Middle schools should carefully verify the materials issued, and our school reserves the right to take relevant measures in case of fraud.
(3) Candidates admitted to the Strong Foundation Program will not change their majors in principle after entering the school, and the scope of changing majors at the undergraduate level will be limited to the enrollment majors of the Strong Foundation Program in our school.
(4) During the selection test, the candidates shall pay for their own transportation, accommodation and other expenses. Candidates with financial difficulties who are short-listed for examination in colleges and universities can apply to our school, and our school can provide affordable travel expenses and accommodation subsidies as appropriate.
(5) The school has not entrusted any individual or intermediary organization to carry out examinations and enrollment related work such as the Strong Foundation Program, and does not hold any form of training activities.
(six) the school assessment work plan will be adjusted according to the situation of epidemic prevention and control. Please pay close attention to the dynamic information and notices published on the relevant websites of our school to avoid delay.

Supervision and guarantee mechanism
(a) the enrollment work of the pilot enrollment reform of our school’s strong foundation plan is organized and implemented by the school enrollment examination department under the leadership of the school enrollment work leading group. In the process of implementing this brochure, our school has made the enrollment plan open, the selection method fair and the admission standards public.
(2) Our school strictly selects experts in relevant professional fields with strong sense of responsibility and high professional level to participate in the assessment work, strictly observe work discipline, strengthen business training, and ensure fairness and justice.
(3) Our school will record and video the whole assessment process, and the interview order of expert judges and candidates will be determined by "double random" lottery.
(4) Our school rechecks the admission qualifications of students enrolled in the Strong Foundation Program, and the students who do not have the admission qualifications are dealt with according to the relevant regulations of the Ministry of Education.
(5) The enrollment work of our school’s strong foundation plan is supervised by the discipline inspection and supervision departments of the school, and is also supervised by the society.
