Pan Zhenzhou, former vice minister of the Ministry of Culture and honorary curator of the National Museum, Shan Chengbiao, general manager of the World Wide Web, Wang Zhen, secretary-general of the Council of Organizations of UNESCO International Folk Arts Festival (CIOFF) in China, Hu Qingxue, national representative inheritor of intangible cultural heritage, Zhu Lianqiang, executive deputy director of the Intangible Cultural Committee of the Chinese Cultural Research Association, and some national inheritors of intangible cultural heritage, representatives of intangible cultural heritage industries in Beijing and media representatives attended the preparation and release activities.
It is reported that the World Congress of Non-genetic Inheritors is held to create an international platform for global non-genetic inheritors to exchange and learn from each other, promote the efficient allocation of non-legacy resources and the deep integration of the market, open up the non-legacy industrial chain, and integrate the non-legacy with the modern social value system. The conference is held once a year, which is mainly composed of the opening summit of the conference, the international folk art show, the exhibition of non-genetic inheritors’ skills and works, the creative market of non-legacy products, the promotion meeting of non-legacy brands, the matchmaking meeting of non-legacy projects, the forums related to non-legacy industries and the sub-forums of provincial branches. It is a comprehensive platform for the inheritors of intangible cultural heritage to display, exchange resources and innovate interactively. In 2020, 50 countries’ non-genetic inheritors were invited to come to China to exchange with more than 1,000 non-legacy masters at all levels in China, but due to the impact of the COVID-19 epidemic, it was not held normally. This conference is a preparatory meeting for the successful holding of the 2021 World Non-genetic Inheritor Conference.

Pan Zhenzhou, former vice minister of the Ministry of Culture and honorary curator of the National Museum, said that in recent years, the Ministry of Culture and Tourism has thoroughly implemented the central government’s decision-making arrangements, promoted the national intangible cultural heritage protection and achieved good results, and initially established an intangible cultural heritage protection system that conforms to China’s national conditions and has China characteristics. The World Congress of Intangible Cultural Heritage Inheritors is an important platform for international exchange, which deeply integrates intangible cultural heritage with the modern social value system, promotes the efficient allocation of intangible cultural heritage and the market, opens up intangible cultural heritage industrial chains, solves many key problems faced by intangible cultural heritage inheritors, and provides many solutions for the government and enterprises for urban intangible cultural heritage development, intangible cultural heritage protection and industrial operation, and conducts extensive exchanges and mutual learning around the world. The conference will deepen international cooperation in the protection of intangible cultural heritage, encourage young people who are interested in the intangible cultural heritage industry to learn and inherit, and make the intangible cultural heritage younger.

At the preparatory meeting, on behalf of the organizers, Wang Zhen, Secretary-General of China District of the Council of International Folk Arts Festival Organizations (CIOFF) of UNESCO, spoke about the preparations for the 2020 conference and the situation of the COVID-19 epidemic, affirmed the event itself from the level of UNESCO, and gave as much support as possible to the preparations for the 2021 conference.

Shan Chengbiao, general manager of the World Wide Web, talked about the origin of the connection between the World Congress of Non-genetic Inheritors and the World Wide Web. He said: In recent years, all localities have conscientiously followed a series of instructions from the internship countries on inheriting and developing China’s excellent traditional culture and the spirit of the relevant documents of the State Council of the CPC Central Committee, and creatively carried out the protection of intangible heritage, which has achieved remarkable results and explored and accumulated a lot of good experience. The World Wide Web is also very concerned about the reports of exploration and practice in various places, and often goes deep into the front line to spread the positive energy of the Chinese nation and promote and protect intangible cultural heritage through field interviews and information exchange. In 2019, the World Congress of Non-genetic Inheritors received extensive attention from the non-legacy industry, affecting many non-genetic inheritors and craftsmen. Affected by the COVID-19 epidemic in 2020, it brought great difficulties to the preparation and organization. At present, the preparations for the 2021 World Congress of Non-genetic Inheritors are orderly.

Hu Qingxue, a national representative inheritor of intangible cultural heritage, expressed his opinions on the productive protection of intangible cultural heritage on behalf of the inheritor. He said that productive protection is an important means for the combination, mutual promotion and even harmonious development of intangible cultural heritage protection and contemporary economic, social and cultural construction. It is believed that the 2021 World Congress of Non-genetic Inheritors will do better and better if it is not affected by the epidemic, and become a communication platform for non-genetic inheritors all over the world.

On behalf of the organizing committee, Zhu Lianqiang, executive deputy director of the Intangible Culture Committee of the China Cultural Research Association, first paid tribute to the representatives of Hebei, Yunnan, Hainan, Zhejiang, Shaanxi and other provinces and cities who were unable to come to the scene due to the epidemic, especially to Wang Shouquan, a member of the organizing committee who was stranded in Shijiazhuang for the preparation of the non-legacy e-commerce forum, and the cross-border e-commerce team of Jieni, the organizer of the non-legacy e-commerce forum. The success of the conference will not forget anyone’s contribution. The 2021 World Congress of Non-genetic Inheritors will overcome all difficulties and make orderly preparations according to the specific situation, and it is expected that the sub-forum of the conference-the non-legacy e-commerce forum will be held at an appropriate time in early 2021, and sub-forums will also be held at various venues according to the development of non-legacy industries in various provinces and cities.
