First, we must focus on highlighting risks at the end of the year and strictly checking the security. Intensify the "four noes and two straights" and surprise inspections in the mining field, and strictly investigate serious violations of laws and regulations such as super-strength and super-capacity production, failure to implement major disaster control measures, and fraud and evasion of supervision. In conjunction with relevant departments, we will severely crack down on illegal production, unlicensed sales and excessive storage of fireworks and firecrackers. Highlight hospitals, nursing homes, schools, large-scale complexes, old communities, group renting houses and other key places, focus on investigating high-risk issues such as illegal use of hot electricity and closed exits, and implement technical defense measures for civil air defense. Supervise industry, trade and hazardous chemicals enterprises to implement anti-freezing, anti-condensation, anti-leakage and other winter prevention measures. Give full play to the functions of the Safety Committee Office and urge relevant departments to strengthen risk management and control in the fields of construction and transportation.

Second, we should strengthen the publicity and education of winter safety knowledge. Organize local fire rescue teams and volunteers to teach basic skills such as family fire self-examination, emergency avoidance and use of fire fighting equipment, and guide residents to be the first responsible person for their own safety. Use radio, television, short videos, live broadcast platforms, etc. to play fire safety public welfare short films, and strengthen the warning education of typical fire cases. Focus on "one old and one young" to carry out easy-to-understand and entertaining safety publicity and education, and guide all localities to help special groups such as elderly people living alone and left-behind children to do safety precautions. Vigorously mobilize the masses to report hidden dangers around them and work together to build a safety net for group prevention and treatment.

Third, we must effectively deal with all kinds of natural disasters. According to the extreme weather changes such as rain, snow and freezing, timely issue early warning tips to key areas, urge and strengthen the investigation of hidden dangers of disaster risks, and implement measures such as warm reinforcement and emergency repair. Promote the responsibility of compaction and ice prevention in the northern region, and strengthen the safety management of left-behind personnel in river pontoons, construction trestles and beaches. Guide all localities to do a good job in earthquake prevention and disaster reduction and fire prevention and extinguishing in forests and grasslands.
